It's understood the government's preparing for the possible collapse of the UK's biggest water company, over concerns around its ability to deal with 14-billion pounds of debt.
Contingency plans are being drawn up, and the possibility of placing Thames Water into temporary public ownership is being discussed.
It serves 15-million customers.
